6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 11, 2011 <br />SUBJECT <br />Award of Contract — 2010 -2011 Slurry Seal Project <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the standard form contract <br />00520 for the 2010 -2011 Slurry Seal Project to American Asphalt Repair and <br />Resurfacing Co., Inc. of Hayward, for their responsive and responsible low base bid of <br />$584,938.60, and authorize the City Manager to increase the contract amount up to <br />10% if necessary. <br />BACKGROUND <br />The 2010 -2011 Slurry Seal Project is part of the city's Roadway Management System <br />(RMS) Program, which performs on -going pavement repair and replacement. The <br />purpose of this project is to resurface portions of Hudson Street, Valota Road, James <br />Avenue, Charter Street, Marlin Court, Marlin Drive, Blomquist Street, Seaport <br />Boulevard, Chesapeake Drive, Galveston Drive, Penobscot Drive, and Saginaw Drive. <br />Portions of Redwood Avenue, Broadway, Marshall Street, Middlefield Road, and Maple <br />Street will also be resurfaced. <br />The work of this project will treat cracks in the pavement, followed by a slurry seal <br />resurfacing of the designated roadways. Slurry is a cold mixed material comprised of <br />aggregate, asphalt binder, and additives. It is a cost - effective preventive maintenance <br />measure that provides a new wearing surface, seals and protects the underlying <br />pavement from damage due to weather, and extends the useful life of the pavement. <br />Subsequent to the slurry application, roadways will be restriped similar to their original <br />alignment. Minor striping changes will take place on some streets. On Marshall Street, <br />traffic will be reduced to three lanes including a center left turn lane to accommodate <br />new bicycle lanes. Other streets will have wider right lanes to provide extra space for <br />bicyclists to share the roadway with vehicles. <br />Work on 2010 -2011 roadway projects is scheduled to begin mid -July and conclude at <br />the end of September. Residents and property owners received notification of proposed <br />roadway work as scheduled in their area by direct mail. A press release was issued on <br />or around June 29, 2011. Updates on the progress of construction will be available on <br />the city's website. <br />
