6.1.E. - Page 2 <br />The four (4) bids received at the bid opening on June 22, 2011 are summarized in the <br />table below. <br />Bidder <br />Bid Amount <br />American Asphalt Repair and Resurfacing Co., Inc. — Hayward <br />$584,938.60 <br />Bond Blacktop, Inc. — Union City <br />594,194.00 <br />Graham Contractors, Inc. — San Jose <br />602,962.50 <br />Valley Slurry Seal Company — West Sacramento <br />646,256.50 <br />Engineer's Estimate <br />$615,000.00 <br />Recommended Bidder American Asphalt Repair and Resurfacing Co., Inc. <br />Substantiation American Asphalt Repair and Resurfacing Co., Inc. is the lowest <br />responsive and responsible bidder. <br />The low base bid of $584,938.60 from American Asphalt Repair and Resurfacing Co., <br />Inc. is 5% lower than the engineer's estimate of $615,000.00 for the cost of <br />construction. Based upon the bids received, staff believes that the low bid of <br />$584,938.60 is reasonable and recommends awarding the contract to American Asphalt <br />Repair and Resurfacing Co., Inc. <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and /or rebid <br />this project. <br />FISCAL IMPACT <br />Funds for Street Pavement Management Programs have been previously approved and <br />appropriated as Various Transportation Grants — Street Pavement Management <br />Program Construction (Proposition 1 B) which has an available balance of $551,625.67 <br />and the Transportation Fund - Street Pavement Management Program Construction <br />(Measure A) which has an available balance of $1,481,435.18. Balances are <br />preliminary and as of May 31, 2011. <br />
