6.1.G. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 11, 2011 <br />SUBJECT <br />Rejection of bids for Redwood Shores Lagoon Maintenance Boat Ramp <br />RECOMMENDATION <br />Authorize staff, by motion, to reject sole bid, and direct the return of bid security for the <br />Redwood Shores Lagoon Maintenance Boat Ramp. <br />BACKGROUND <br />Currently there is no boat ramp that provides access to the lagoon east of Shell <br />Parkway in Redwood Shores for maintenance purposes. Maintenance operations <br />regularly require the use of sizeable floating equipment, a harvester, to remove the <br />widgeon grass. In order to perform this necessary maintenance to the lagoon east of <br />Shell Parkway, the harvester must be delivered by crane to and from the water. This <br />project will provide a permanent boat ramp to enable city staff and contractors more <br />convenient access to the lagoon on the east side of Shell Parkway for maintenance <br />purposes. <br />Public meetings were held with area residents to address the project's potential impact <br />to Shannon Park and potential noise issues. Staff assured attendees that all efforts will <br />be made to minimize disruption both during construction of the boat ramp and future <br />maintenance operations. Staff has secured a permit from the Army Corps of Engineers <br />and water certification from the Regional Water Quality Control Board as required for <br />this project. <br />Design was completed and the project was advertised with a bid opening date of June <br />22, 2011. One bid in the amount of $501,636 was received which is 91 % higher than <br />the engineer's estimate of $263,000. Discussions with some of the contractors who <br />attended the pre -bid meeting and did not submit bids revealed that many were <br />performing considerably larger marine projects and were unable to pursue additional <br />work at this time. <br />Staff recommends rejecting the one bid received as it exceeds the project budget. Staff <br />recommends redesigning and rebidding this project later this year when the bidding <br />climate is better. <br />The one (1) bid received at the bid opening on June 22, 2011 is summarized below. <br />
