6.1.H. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 11, 2011 <br />SUBJECT <br />Multi- agency Agreement for a Regional Bicycle Share Pilot Program <br />RECOMMENDATION <br />By motion, authorize the City Manager to enter into an Intergovernmental Agreement <br />with the Bay Area Air Quality Management District for the purpose of implementing a <br />Regional Bicycle Share Pilot Program. <br />BACKGROUND <br />Federal funding from the Congestion Mitigation and Air Quality Improvement Program <br />(CMAQ) has been made available for a bike share pilot program along the Peninsula, <br />through the Metropolitan Transportation Commission's (MTC) OneBayArea Climate <br />Initiatives Program aimed at innovative projects to reduce greenhouse gas emissions <br />and later be replicated on a larger scale in the region. <br />Redwood City's Environmental Initiatives Manager and the Deputy County Manager <br />prepared a joint Letter of Interest to MTC to implement a transportation demand <br />management program for public employees. Bike sharing for government employees <br />was one component of the program. <br />Five Letters of Interest were submitted to MTC from entities interested in implementing <br />a bike share project and they were asked to work together in a collaborative <br />environment. The Bay Area Air Quality Management District (Air District) proposed a <br />seamless public bike sharing pilot program linking the San Francisco to San Jose <br />corridor with bike sharing hubs at Caltrain stations. The Air District is the lead agency <br />administering the $4.29 million in federal grant funds for the project, in partnership with <br />the San Mateo County Transportation Authority (SamTrans), County of San Mateo <br />(County), Santa Clara Valley Transportation Authority (VTA), San Francisco Municipal <br />Transportation Agency (SFMTA), and the City of Redwood City. <br />A Steering Committee, consisting of designated representatives from the Air District, <br />SFMTA, VTA, and SamTrans will make project policy decisions, coordinate the activities <br />of the parties, and otherwise ensure the completion of the project. SamTrans will <br />represent the collective interests of the San Mateo County parties (SamTrans, County, <br />and Redwood City). The Air District will lead the procurement process for selecting <br />vendors and negotiating and executing agreements with the vendor(s). A vendor will be <br />hired to install and operate bike share equipment for the one -year pilot project. <br />
