6.1.H. - Page 2 <br />The pilot project will deploy 1,000 bicycles at —100 hub stations and pods along the <br />Caltrain corridor in San Jose, Palo Alto, Mountain View, Redwood City, and San <br />Francisco. Of the 1,000 bikes, 100 will be placed in San Mateo County (within <br />Redwood City only), 500 in San Francisco County, and 400 in Santa Clara County, at <br />Caltrain stations and near "attractor" destinations within 1 -3 miles of Caltrain stations. <br />Users will rent bicycles at self -serve kiosks on a daily, weekly, or annual basis. <br />Redwood City's role is to identify and permit proposed sites for up to —70 bikes, <br />including environmental analysis. SamTrans will identify sites for hubs at the Caltrain <br />station, and San Mateo County will identify pods within County Center. Redwood City's <br />contribution is comprised primarily of staff time to attend project meetings, review and <br />edit program documents, provide input and recommendations, identify and evaluate <br />potential sites, prepare sites (permitting and environmental analysis), and work with <br />private businesses for any sites on private property. This contribution will be "in- kind" <br />staff time only, with no matching funds. <br />Redwood City will reduce its potential liability by requiring the third party vendor who <br />installs the bike share equipment to indemnify the City for any injuries or losses incurred <br />as a result of the public's use of these bikes. However, the City can likely expect some <br />increased traffic safety issues as well as potential claims or losses associated with <br />running a bike share program open to the public on City streets. Other considerations <br />include increased bike use and "presence" of bike share bikes and stations in and <br />around downtown Redwood City, as well as safety and circulation factors such as <br />bikeway infrastructure (existing and proposed) and traffic patterns. Some bike share <br />business models include sponsorship or advertising. The project partners will discuss <br />and provide input regarding sponsorships /advertising, and the Steering Committee will <br />make final decisions concerning any potential advertising that may be placed on the <br />bicycles, kiosks, or bike stations. <br />ALTERNATIVES <br />Council may choose to not authorize the Intergovernmental Agreement and direct staff <br />to withdraw from the Regional Bicycle Share Pilot Program. <br />FISCAL IMPACT <br />Redwood City's participation will require a minimum of 450 hours to implement the pilot <br />project, per initial broad estimates provided by project partners. This effort requires <br />expertise from Engineering, Planning, Public Communications, Attorney, IT (technology <br />review /input), PRCS (site locations at parks /community centers) and other <br />departments. Actual time may increase depending on the complexity of the site <br />selection /preparation process and the number of sites selected, as well as unforeseen <br />program demands and challenges. Participation in the program provides for more direct <br />input and influence regarding where the bicycle hub stations and pods will be installed <br />in Redwood City. <br />
