The tasks are listed in the chronological order that we expect to proceed It is important to note, however, that since the task list is prepared prior to consultant field investigation or community discussion, it is entirely possible that either the nature of the problem or the priorities of the community will require both chronological adjustments as well as task substitutions to refine the effectiveness of the services performed. Once the final task list - and along with it the overall approach to the problem - is approved by the City, the most basic purpose of this task list is to provide both a preview of the likely type and order of work to be performed as well as a contractual basis for a certain number of meetings, drawings, workshops and tasks to be delivered for the corresponding project budget. PHASE I: UNDERSTANDING THE EXISTING DOWNTOWN - DEFINING OPPORTUN MS AND CONSTRAINTS Purpose of this Phase: In this phase, the consultant team will develop an understanding of the existing conditions in the Downtown, and the farces of development and change that it faces today. Efforts will build upon the policy direction and implementation suggestions established in the Downtown Aim Plan, to develop the base necessary to guide future growth and change in the Downtown- Task 1. Downtown Project Start -up A. Project Start-up Orientation meeting with City Staff and Project Team 7 B. Initial Field Recouaissa iee and Photography 1. Complete initial team field data collection: annotate field maps with inventory of location and type of existing development for all parcels in the study area: collect photographic inventory as needed. 2. Set up project database: set up project data library files; organize field notes and images collected as part of initial team field inventory. C Receive/Review Base Maps and Background Information 1. File transfer protocol, coordination and trouble- shooting 2. Aerial Photos of Project Area and City 3. Parcel map - digital, and ownership and current use information
