Metca -f & Eddu -
An Air & Water Technologies Company

EXHIBIT "A"

December 13, 1996

Mr. Jon Lynch
City of Redwood City
P.O. Box 391
Redwood City, CA 94064
FAX: (415) 780-7309

Subject: Proposal to Provide Engineering Services for the Design of the
Rehabilitation of Sewage Pump Station No. 2

Dear Jon:

Metcalf & Eddy, Inc. (M&E) is pleased to provide this proposal for the rehabilitation design
of Sewage Pump Station No. 2 in Redwood Shores. This pump station which was
constructed in 1968, has experienced deterioration and is now running on temporary pumps.
The pump station is in urgent need of repairs. The current effort requires replacement of the
pumps, coating of the wet well, abandonment of the existing dry pit, modifications of the
structure to provide a new valve vault, installation of a standby generator, replacement of the
existing electrical system with a new 480 volt system, and replacement of the control system.
The pumps will be sized based on a review of recent flow records and the size of the
originally installed pumps.

The following tasks will be performed:

Task 1. Fifty Percent Design

This task will develop the design documents up to approximately the 50 percent complete
level. Field verification of relevant dimensions of items not shown on recent topography will
be conducted. At this time, additional surveying services are not planned or budgeted. The
plans will include layout of equipment and major components. An outline specification will
be prepared along with unedited versions of major equipment items. M&E's standard
technical specifications in CSI format will be used for pump station components. The City's
contract and "boilerplate' will be used for all other provisions.

P:\ PROJECTS\RC-PS\PRO FOSAL\REDWOO D2.
