SWC:sh 12/14/84

(h) There are, or will be provided in other areas not
generally less desirable in regard to public utilities and
public and commercial facilities, and at rents or prices
within the financial means of the families and persons who
might be displaced from the Gateway Sub-Area, including the
expansion area, decent, safe, and sanitary dwellings equal
in number to the number of and available to such displaced
families and persons, and reasonably accessible to their
place of employment. This finding is based upon the
comments regarding relocation contained in the Report of the
Agency to the Council and upon the fact that no person or
family will be required to move from any dwelling unit until
suitable replacement housing is available.

(i) The Gateway Sub-Area, including the expansion
area, is blighted, and inclusion of all land within said
area is necessary for effective redevelopment and is not
being included for the purpose of obtaining the allocation
of taxes from such area pursuant to Health and Safety Code
§33670, without other substantial justification for its
inclusion. This finding is based upon the fact that the
area and uses described within the Redevelopment Plan and
Amendment No. 1 are characterized by the conditions, and
require redevelopment for the reasons, described in
paragraphs (a) and (j) of this section.

7
