~ .~ SWC:sh 12/14/84 <br /> <br /> (j) Inclusion of any lands, buildings, or improvements <br /> which are not detrimental to the public health, safety, or <br /> welfare is necessary for the effective redevelopment of the <br /> entire Gateway Sub-Area, including the expansion area, of <br /> which they are a part, and any such area included is <br /> necessary for effective redevelopment and is not included <br /> for the purpose of obtaining the allocation of tax increment <br /> revenues from such area pursuant to Health and Safety Code <br /> §33670, without other substantial justification for its <br /> inclusion. This finding is based upon the fact that the <br /> boundaries of the Gateway Sub-Area, including the expansion <br /> area, were chosen as a unified and consistent whole to <br /> include lands that were predominately vacant or <br /> underutilized because of blighting influences, and to <br /> include all improved public and privately-owned properties <br /> affected by blighted conditions within said area, and <br /> effective development with redevelopment assistance will <br /> provide expanded employment opportunities in the City and <br /> establish appropriate land uses, as defined in the General <br /> Plan of the City of Redwood City. <br /> <br /> (k) The elimination of blight and the redevelopment of <br /> the Gateway Sub-Area including the expansion area, could not <br /> reasonably be expected to be accomplished by private <br /> enterprise acting alone without the aid and assistance of <br /> the Agency.
