No persons <br />or families of low and moderate income shall be displaced from <br />residences unless and until there is a suitable housing unit <br />available and ready for occupancy by such displaced persons or <br />families at rents comparable to those at the time of their <br />displacement. Such housing units shall be suitable to the <br />needs of such displaced persons or families and must be decent, <br />safe, sanitary, and otherwise standard, dwellings. The Agency <br />shall not displace any person or family until such housing <br />units are available and ready for occupancy. <br />SECTION 5. This Council is convinced that the effect of <br />tax increment financing will not cause a severe financial <br />burden or detriment to any taxing agency deriving revenues <br />from the Project Area. <br />SECTION 6. This Council, having considered all the <br />evidence, including the Report of the Agency and the final <br />E.I.R. (including, where referred to, the E.I.R. for Seaport <br />Centre), hereby finds that the redevelopment of the Project <br />Area may have a significant effect on the environment, but <br />that the potential significant effects are mitigated and <br />reduced to an acceptable level or avoided by the measures <br />incorporated into the Redevelopment Plan and that such <br />measures are, in part, within the responsibility of the <br />Agency, and part within the responsibility of the City of <br />Redwood City and such measures as are within the responsi- <br />bility of each public entity can or will be adopted by said <br />Q <br />1862 <br />
