SWC:djg-c 6/18/82
housing facilities at rents comparable to those in the City
of Redwood City at the time of their displacement. No persons
or families of low and moderate income shall be displaced from
residences unless and until there is a suitable housing unit
available and ready for occupancy by such displaced persons or
families at rents comparable to those at the time of their
displacement. Such housing units shall be suitable to the
needs of such displaced persons or families and must be decent,
safe, sanitary, and otherwise standard, dwellings. The Agency
shall not displace any person or family until such housing
units are available and ready for occupancy.
SECTION 5. This Council is convinced that the effect of
tax increment financing will not cause a severe financial
burden or detriment to any taxing agency deriving revenues
from the Project Area.
SECTION 6. This Council, having considered all the
evidence, including the Report of the Agency and the final
E.I.R. (including, where referred to, the E.I.R. for Seaport
Centre), hereby finds that the redevelopment of the Project
Area may have a significant effect on the environment, but
that the potential significant effects are mitigated and
reduced to an acceptable level or avoided by the measures
incorporated into the Redevelopment Plan and that such
measures are, in part, within the responsibility of the
Agency, and part within the responsibility of the City of
Redwood City and such measures as are within the responsi-
bility of each public entity can or will be adopted by said
Q
1862
