approval, signage program and subdivision of the PROPERTY have been approved by SAN <br /> CARLOS. Applications for planning permits, rezoning, architectural and site plan approval, <br /> signage, and subdivision were referred to REDWOOD CITY for review and comment by the <br /> appropriate City Department or Review Board. SAN CARLOS incorporated, where appropriate, <br /> comments or conditions recommended by REDWOOD CITY concerning the development. <br /> Copies of all proposed plans were submitted in a timely manner to REDWOOD CITY for their <br /> comments. <br /> <br />IL Revenue Allocation <br /> <br /> A. The tax sharing shall be computed as follows: the parcel in Redwood City comprises <br /> 19.4% of the area of the two 'Offices' parcels. Accordingly, the cities will review the <br /> actual PROPERTY tax generated based upon the assessment produced by the County <br /> offices and agree that Redwood City shall be guaranteed 19.4% of that amount every <br /> year. Spacifically, should the PROPERTY tax generated in the parcel in Redwood City <br /> not equal 19.4% of the total PROPERTY tax generated by the two parcels, San Carlos <br /> will pay Redwood City an amount of money sufficient to bring Redwood City's share of <br /> the total revenue to 19.4%. Should the PROPERTY tax generated in the parcel in <br /> Redwood City exceed 19.4% of the total PROPERTY tax generated by the two parcals, <br /> Redwood City will pay San Carlos an amount of money sufficient to bring Redwood <br /> City's share of the total revenue to 19.4%. <br /> <br /> B. In addition, Redwood City hereby agrees that the Redwood City Fire Department and <br /> Redwood City Police Department will be the second responders for all fire and police <br /> calls for the Circle Star PROPERTY. It is recognized that this second response <br /> enhances the commercial viability of the two properties and, therefore, San Carlos shall <br /> pay to Redwood City from its general fund monies an amount equal to 19.4% of any <br /> sales tax generated from the two 'Offices' parcels for these services. <br /> <br /> II1. Building Permit Plan Check, Issuance and Inspection <br /> <br /> REDWOOD CITY agrees that SAN CARLOS shall provide all Building Permit plan check <br /> services and shall be the agency responsible for issuing a Building Permit for all buildings and <br /> structures on the PROPERTY whether within SAN CARLOS or within REDWOOD CITY. SAN <br /> CARLOS also shall be responsible for Building inspection services on all buildings and structures <br /> on the PROPERTY. No building plan check, permit issuance or inspection fees shall be charged <br /> to the DEVELOPER by REDWOOD CITY. <br /> <br /> IV. Provision of Municipal Services <br /> <br /> A. Fire Protection <br /> <br /> Pdmary fire service for incidents occurring on the PROPERTY shall be the responsibility <br /> of the South County Fire Authority. The Redwood City Fire Department shall respond as <br /> required based on current mutual aid agreements. Both cities agree to cooperate in <br /> coordinating fire response. <br /> <br /> B. Police Protection <br /> <br /> Primary police service for incidents occurring on the PROPERTY shall be the <br /> responsibility of the San Carlos Police Department. The Redwood City Police <br /> Department shall respond as required based on current mutual aid agreements.
