January 5, 1998

Subiect:
ADDITIONAL CONSUL TING SERVICES FOR THE
SANDPIPER PARK PROJECT
ENGINEERING FILE NO. 904-08

Recommendation: That the City Council approve:

1. Task Order No. 3 with Gordon H. Chong and Associates for additional architectural
services for the Sandpiper Park Project, in the amount of $28,800.

2. Task Order No. 1 with Lowney Associates, Inc. for additional consulting geotechnical
engineering services for the Sandpiper Park Project, in the amount of $20,849.

3. Task Order No. 1 with Signet Testing Labs, Inc. for additional materials testing services
for the Sandpiper Park Project, in the amount of $4,000.

Background: The Sandpiper Park Project consists of three phases; the park itself, comprised
of a playfield for both baseball and soccer; the elementary school, being run solely by the
Belmont School District, and the Community Center, a joint use facility for both day-care
services and young adult recreation.
The first two phases of the project, the park and school, are now completed; the school is in
operation, and the children eagerly await the completion of the Community Center.
The three contractors listed above bid on precise plans for Phase I & II, but we only had
schematic plans for Phase Ill, i.e., the Community Center. At this point in the project, the
Community Center plans are complete and work is underway, and it is necessary for this work
to be done by each of the three consultants. This work needs authorization through a task
order process. The alternative would be a lengthy second selection process for these services
which has already taken place for Phases I & I1.
Task OrderNo. 3 - Gordon H. Chong. This contract was first awarded on March 25, 1996, for
the Sandpiper Park Project. Task Order No. 1 was issued in April 1997, to change the plans
from a single project to a multi-phased project. Task Order No. 2 was issued in June 1997, for
the cost of preparing Council-approved additions to the site work. These were items added
back to the project due to a favorable bidding climate. This Task Order No, 3 for $28,800 is to
allow the architect to continue construction administration until the completion of the
Community Center on March 31, 1998. (Phase ill)

School District cost $20,854
City Cost 7,946
Total Cost $28,800
