SMITH-EMERY GEOSERVICES

August 25, 1997
Proposal No.: SF 97-090

to the attached cost breakdown for a summary of estimated expenses and anticipated
conditions. The estimate quoted in this proposal is valid for 90 days.

SCHEDULE

The schedule for this work is dependent on the schedule of thc contractor. Smith-Emery
GeoServices requires a 24 hour notice to commence construction inspection operations.
We appreciate the oppommity to submit this proposal and look forward to working with
the City of Redwood City on this project.

PROJECT APPROACH AND PROCEDURES

Prior to the start-up of this project. Smith-Emery proposes to have our staff engineer and
field technician participate in a pre-job conference with the essential members of the
project team. This would include the City of Redwood City's project manager, general
contractor, and any other key players. We have found these types of meetings to be an
effective way of establishing specific inspection requirements, and an opportunity to
establish up-front specific ground rules on issues such as reporting procedures, handling
special problems and other logistics.

Cost monitoring is accomplished through weekly budget reports and communication
between the field inspector(s) and our assigned staff engineer. Currently this approach of
monitoring is working very effectively on other Roadway/Transportation projects.
