Rudy Luca agreed with Kaiser being in Redwood City and has been satisfied with <br />the services. He asked that any impact to Casa de Redwood be considered and <br />dealt with. <br />Janet Borgens stated her agreement with Mr. Hughes and the concerns of Casa <br />de Redwood related to the residents' current difficulties getting across the street to <br />K -Mart and other businesses. She stated that the closest crossing is at Maple <br />Street and the shortest walk for them might be to cross the street where there is no <br />crosswalk. <br />M/S Ira /Ruskin to close the public hearing. The motion passed by a unanimous <br />voice vote by those present. <br />Council comments and questions ensued that included a need for additional work <br />on the architecture and concerns about construction noise. Kaiser was <br />complimented for both accomplishing its objectives in serving its patients and the <br />community while coming together with a plan that makes sense for the City in <br />terms of its functional and esthetic impact on downtown and the entire City. <br />M/S Ruskin /Ira to: <br />1. Approve the resolution making findings concerning mitigation measures, <br />project alternatives, a mitigation monitoring and reporting program and a <br />statement of overriding considerations in accordance with the California <br />Environmental Quality Act (CEQA). <br />ADOPT RESOLUTION 14549 OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br />MEASURES, ADOPTING A MITIGATION MONITORING AND REPORTING <br />PROGRAM, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING <br />A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH <br />THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE KAISER <br />PERMANENTE REDWOOD CITY MEDICAL CENTER MASTER PLAN PROJECT <br />FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED. <br />The motion passed by a unanimous roll call vote by those present with <br />Council Member Jordan absent. <br />M/S Ruskin /Ira to: <br />2. Adopt an ordinance amending Article 60, Zoning Map No. 1 (Downtown <br />Neighborhood) to rezone property at the Kaiser Downtown Medical Campus <br />from "CA" (Commercial Administrative) and "CB" (Central Business) to "P" <br />(Planned Community) zoning district. <br />ORDINANCE AMENDING ARTICLE 60, ZONING MAP NO. 1 (DOWNTOWN <br />NEIGHBORHOOD), OF ORDINANCE NO. 1130, THE REDWOOD CITY ZONING <br />ORDINANCE, AS AMENDED, TO REZONE PROPERTY AT THE KAISER <br />PERMANENTE DOWNTOWN MEDICAL CAMPUS FROM THE CENTRAL <br />REGULAR CITY COUNCIL MEETING AUGUST 25, 2003 <br />MINUTES PAGE 7 <br />MINUTES Book No. 60 <br />Page No. 42 <br />
