Mayor Claire stated that a subcommittee of Council Members Jordan and Pierce <br />formulated a process so that the Council could go through all of the applications <br />and interview in a fair and equitable manner. Mayor Claire further explained the <br />process agreed to in public and stated that all applicants, unless an applicant <br />withdrew, were eligible to be voted upon. <br />8. PUBLIC HEARINGS <br />A. Kaiser Permanente Master Plan — Precise Plan and New Planned Community <br />Zoning District (602) <br />Senior Planner Riordan introduced the various staff and consultants available for <br />questions and explained the purpose for the public hearing is for Council to <br />approve three items: the findings resolution for the Kaiser EIR; rezoning of the <br />Kaiser campus and approve a precise plan which includes a mitigation measure <br />for traffic signals at Marshall and Maple. Senior Planner Riordan further explained <br />the topic. <br />Terry Bottomley, City's Urban design Consultant, explained the project in detail. <br />Mayor Claire opened the public hearing <br />Timothy Wong, Assistant Physician in Chief of Kaiser, Redwood City, Physician <br />Member of Kaiser Oversight Group, practicing endocrinologist with Kaiser for 12 <br />years, stated his excitement at the Council's potential approval of the precise plan. <br />He stated as shown in the presentation there has been a great deal of work put <br />into the proposal to achieve a plan that serves the interests of both Redwood City <br />and Kaiser. He thanked everyone for the work. <br />Public Comment. <br />Pete Hughes, Board of Trustees Member of Case de Redwood, stated that the <br />parking garage and first phase of the plan is adjacent to the building. He stated <br />that so far nobody at the facility has spoken with or been informed of the progress. <br />He stated that Casa de Redwood supports Kaiser, but that some items may have <br />an effect such as vibration, noise, traffic patterns and pedestrian patterns. He <br />requested that they be allowed to give input in these areas. <br />Pauline Truscelli stated she has been a member of Kaiser for 56 years and Kaiser <br />has served Redwood City for over 50 years. She stated that the hospice plan is <br />exciting and has served on the task force.
