. � � � � - ._ MOTION: Councilman Henderson moved, seconded by Councilman Norris, to incorporate the proposed Comprehensive General Plan, dated September 30, 1975, the five recortenendations contained in the memorandum of January 9, 1976 from the Director of Planning to the City Manager entitled "Responses to Testimony at the Public Hearing on the Proposed General Plan" and the four recommendations con- tained in the memorandum of January 16, 1976 from the Director of Planning to the City Manager entitled "Response to the Communi- cation of Mobil Oil Estates (Redwood) Limited on the Proposed General Plan." (Recommendations, 1/9/76: l. One page C-5, add the following two proposals at the end of Section 5. "p. The City should modify the appropriate local codes to enhance energy conservation in both new and old housing;" and "q. The City should explore planning and regulatory techniques which aid in reducing reliance on high energy consuming activities." 2. Change the third principle under the Open Space Goals on page E-14 to read: "The City should preserve the open space character of Bair Island by limiting its use to recreation and low-intensity development." 3. Under "City-wide Open Space" on page D-5 the name and the acres after "cc." should read: "cc. Union Cemetery 6.5", and after "dd." it should read "dd. Easter Bowl 9.0." 4. Change the designation of the former Santa Clara School site from "Publicly-Owned Open Space" to "Privately- Owned Open Space" and change the maps accordingly. 5. On page 10, Section E, first paragraph, fourth sentence-- change the words ":..foreign and domestic..." to "...exotic and indigenous..." Recommendations, 1/16/76: 1. Exhibit E-4 of the Conservation Element shows Pond A-12 as a salt pond. The map is in error and should be corrected by removing the "Salt Ponds" symbol from the Pond A-12 area. 2. Page E-8 - The map depicts three broad generalized ecological zones: bayside, urbanized, and hillside. There are no areas designated as marshlands on this map. The graphic symbol used for the bayside zone is often used by map makers to depict marshlands, however, and could be misleading in that respect. In order to avoid triggering other sensitive reactions, it would be well __ - to change the symbol on the map.
