_ � � <br /> MOTION: Councilman Barrett moved, seconded by Councilman Biagi, that <br /> an 18th condition be added to those recommended by staff viith regard <br /> to the application of the San Mateo County Scavenger Company for a <br /> use permit to allow the establishment of a solid waste transfer <br /> station on Redwood Peninsula, the condition to be: <br /> that residences and businesses within the City of Redwood City <br /> receive from the.Scavenger Company a ten percent reduction in <br /> the current collection rate schedule; <br /> furthermore, that residences and businesses in the City of <br /> Redwood City be allowed to deposit refuse at the transfer <br /> station at a reduced rate to be formulated by the City and <br /> the Scavenger Company; and • <br /> furthermore, that this condition bear no negative financial <br /> impact to the City with respect to the franchise agreement <br /> between the City and San Mateo County Scavenger Company. <br /> City Attorney Schricker advised that the content of the motion is <br /> related to the franchise agreement with the Scavenger Company in <br /> connection with rate-making, and advised that an amendment to that <br /> agreement may be required. <br /> Discussion followed concerning whether it is equitable to have dif- <br /> fering rates; whether Redwood City should not be granted some con- <br /> sideration if the transfer station for the entire area is to be <br /> located here; and the demonstrated willingness of Redwood City to <br /> meet regional needs in the past. <br /> Mayor Leipzig declared the motion carried by a majority vote of <br /> 4 to 3. (MINUTE ORDER N0. 76-265) <br /> Discussion continued and Mr. Fales, Mr. Schricker, P1r. Kelly, Mr. ' <br /> Valbusa and Mr. Cantwell commented and replied to questions con- <br /> cerning weekend use of the site by residents; the plans of some <br /> other cities for local refuse disposal sites; possible use of the <br /> Menlo Park site; ���hether information relating to traffic contained <br /> in the environmental impact report is accurate; the fact that access <br /> to the site is from Bayshore and the addition of one truck per day <br /> to the site is a negligible increase in traffic; traffic details of <br /> the EIR prepared by Pletcalf & Eddy; and possible restrictions on <br /> use of the site on v�eekends. <br />
