� � 221 <br /> MOTION Councilman Barrett moved, seconded by Councilman Vega, that <br /> the Mayor write a letter or mailgram to Congressmen McCloskey and <br /> Ryan and to Senators Hayakawa and Cranston, to urge their opposition <br /> to the proposed reduction of the LEAA budget, noting that the impact <br /> of such a cut on cities would be disastrous <br /> � • The motion carried unanimously by voice vote <br /> (MINUTE ORDER NO 77-84) <br /> Fourth of Julv Celebration Fireworks <br /> Councilman Bury noted for the record that concern has been expressed <br /> by individuals regarding whether or not use of "safe and sane" fire- <br /> works will be permitted this year <br /> He referred to a letter of the Redwood City TRIBUNE of April 25, <br /> 1977 from F�re Chief Keller commending an organization which has <br /> decided not to raise funds from the sale of fireworks this year <br /> because of the drought and asked whether sufficient evidence exists <br /> to suggest such action Ts necessary, noting that if it ex�sts, it <br /> should be brought to Council <br /> ` Discussion followed concerning the unlikelihood of a ban on f�re- <br /> � works being effective on a city by city basis, the enforcement <br /> difficulties of such a ban, the actions of other cities with re- <br /> gard to banning all fireworks; the des�rab�lity of providing ade- <br /> quate regulations with re9ard�to the use of permitted fi reworks, <br /> previous statistics provided by staff on the fires caused by per- <br /> mitted fireworks, the fact that a f�reworks industry exists in <br /> ' the County which employs many persons in the manufacture and dis- <br /> tribut�on of them, the fact that fireworks sales are the source <br /> of funds for many worthy causes, and whether it maght be practical <br /> to designate one location in the City where persons are allowed to <br /> use safe and sane fireworks and where adequate control could be <br /> provided <br /> City Manager Fales advised that he cannot recommend any s�te in the <br /> City where people might be permitted generally to set off f�reworks, <br /> noting problems relating to traff�c and noise would add to the <br /> hazards presented by the fireworks Mr Fales advised he could <br /> provide an update of a report on fireworks provided to Counc�l <br /> last year <br /> Mayor Leipzig determined that it was the consensus of Council that <br /> a staff report on use of fireworks be placed on the Council Agenda <br /> for consideration at the next Council meeting on May 2 � <br /> Oral Commun�cations <br /> 1.
