� 2 3-5 <br /> C9MMLNITY DEYELOPMENT PROG�1 (pp, 9-lg) <br /> City Manager Fales advised that increased activity is expected in <br /> General Improvement District (GID) No. 1-64 and that certain work <br /> �s anticipated in connection with expansion of the Port. <br /> ' In response to question, Mr. Fales stated that the�only situation <br /> where Mobil Oil Estates (Redwood) Ltd., the Redwood Shores developer, <br /> is expected to be asked to advance funds to the District is in con- <br /> nection with the proposed Holly Street Interchange Pro�ect, and that <br /> the need for the developer.to do so is related to the considerable <br /> del�y which has occurred with regard to issuance of the Army Corps <br /> of Engineers permit required for the proposed shopping center. Mr. <br /> Fales observed that the Project is very important to the District. <br /> C_omnum ty Planninq (Lona Ranqe Plannina and Current Pro'ects <br /> �Ta n n9 <br /> There being no objection, Mayor Leipzig declared it to be the <br /> consensus of Council that the following changes be made: , <br /> 1. Long Range Planning, item 7. - change "Resources" to <br /> "Services" <br /> � 2. Current Projects Planning, item 5. - change "Improve"�to <br /> "Expedite" <br /> 3. Current Projects Planning, item 6. - add "With emphasis on <br /> the Association of Bay Area Goverrnnents (ABAG) 208 Program" <br /> � Frank Esposito, 2434 Oregon, King Tract, advised that he is <br /> retired and lives in an area of high real estate turnover which <br /> results in increasingly high property taxes. Mr. Esposito com- <br /> mented concerning property tax �ncreases during his 24 years <br /> in Redwood City and described his activities with youth groups. <br /> Mr. Esposito suggested that increased property taxes in the <br /> City have forced retirees who were longtime residents of the <br /> City to move elsewhere and that the City is losing desirable <br /> citizens. He suggested further that the City should cut its <br /> level of servtices and reco�nended reliance on federal funds be <br /> eliminated. <br /> Mr. Fales remarked that all of those involved with government <br /> share Mr. Esposito's frustrations at inflation'`and the rising <br /> cost of government and other services and pointed out that the <br /> Budget is based on the level of services demanded by the com- <br /> munity. He observed that the portion of the Budget relating to <br /> employee salaries has increased largely because, since 1970, <br /> munic�palities have had imposed upon them a management-union <br /> labor negotiation situation. Mr: Fales also advised that there <br /> is increasing dependence on federally funded programs, partly <br /> because of pressure from groups in the comnunity for the kind <br /> of services provided in the programs and partly in order that <br /> the City can make use of some of the federal taxes paid by its <br /> ' citizens. <br /> As an example of the kind of desirable result which can be <br /> achieved through working with the federal government, Mr. Fales <br /> , - Z - Ad�.Mtg. <br /> 5/7/77 <br /> Budget <br />
