282 - - - <br /> HUMAN SERVICES PROGRAM <br /> Training for Public Service �(continued) <br /> Discussion followed and Mr Boxley coRUnented and replied to <br /> quest�ons concerning duplication of services regarding bilingual , <br /> pro9rams; whether there is any accountability with regard to <br /> the success or failure of bilingual programs, how the figure <br /> of $5,817 was selected for the proposed reduction of alloca- <br /> tion, and the need for social service agencies to obtain funds <br /> from all available sources. <br /> Zuma Francis (see above) commended PROBE's work in the com- <br /> munity and urged no cut be made in the recommended allocation <br /> to that agency <br /> Laura Correa Community Education Center (CEC), described the <br /> background of the Center and its preschool bilingual program, <br /> noting that the program involves families of students and that <br /> social service information is provided also Ms Correa listed <br /> the agencies and organizations which contribute to CEC's bud- <br /> get and advised that studies indicate that children from <br /> Spanish speaking families who have attended the preschool <br /> classes are much better prepared to benefit from kindergarten <br /> than those who have not had such classes. <br /> Discussion followed concerm ng the desirability of the�CEC <br /> program and whether or not the program should be funded by the <br /> State since it is an education program, the need for such pre- <br /> school education if students are to benefit from the regular � <br /> school program, the responsibility of state and federal govern- <br /> ment with regard to education, and that San Mateo County has <br /> established a Human Services Coordinating Counctl. <br /> Cliff Boxley (see above) suggested that the federal government <br /> contributes to the educational program in that it provides <br /> Revenue Sharing Funds to meet special local needs, and Redwood <br /> City has a special need for a preschool bilingual program <br /> (The Council recessed from 11 15 to 11 26 a m.) <br /> Je"sus Carva,7al Director of International Institute for San <br /> Mateo County, stated that he has observed benefits from CEC <br /> preschool bil�ngual program and urged continued financial <br /> support for that agency <br /> SUBSTITUTE MOTION Councilman Bury moved, seconded by Council- <br /> man Norris, to reduce the recortrtnended allocation to PROBE <br /> Community Center by $1,800 to a total of $22,017, with $1,100 <br /> of the reduction to come from administrative costs and the <br /> remaining $700 to be cut wherever PROBE prefers. <br /> The substitute motion carried unanimously by voice vote <br /> D�scussion followed concerning the present activities of the , <br /> Police Youth Club and whether it serves the purpose for which <br /> it was originally established, whether the value received from <br /> "�ts operation "is wort� `the recommended �12,5�0 �1location, <br /> .ihether its activities might not be better administered at <br /> Ad,7 Mtg -4- <br /> Budget <br /> 6/4/77 <br />
