2�3 HUMAN SERVICES PROGRAM Traininq for Public Service (continued) lower cost by the Parks and Recreation Department, the de- ' sirability of having police volunteers work with young people, and the desire of Council to have more information in the future on the benefits to the community which may be provided by the PYC MOTION: Councilman Norris moved, seconded by Councilman Barrett, that the sub-program relating to the Senior Information and Referral Center be included as part of the Social Service Centers program on page 21 of the Recommended Annual Budget 1977-78 as requested by the Director of Finance in his memo- randum to the City Manager of May 2, 1977 The motion carried unanimously by voice vote MOTION. Councilman Norris moved, seconded by Councilman Biagi, to eliminate the position of Facility Leader at the Fair Oaks Cortonunity Center which has been vacant since August 11, 1976. In response to question, City Manager Fales advised that the position has not been vacant but has been filled by Compre- hensive Employment and Training Act (CETA) employees. The motion carried unanimously by voice vote , MOTION. Councilman Norris moved, seconded by Councilman Biagi, that funds for the operating budget of the Fair Oaks Comnunity Center reflect a contribution of 50� from the County. (See Clar�fications 1 and 2 below). Assistant City Manager Sm�th advised that there is an under- standing with County staff that a recommendation will be made to the Board of Supervisors that the County contribute funds equivalent to 40% of the current operating budget of the Fair Oaks Center (See paragraph four on page 4. of the Minutes of the public hearing on Revenue Sharing, 5/21/77) CLARIFICATION (1) Councilman Norris stated that it is the intent of his motion to instruct staff to attempt to obtain 50� of the operating budget from the County Lengthy discussion followed and Mr. Fales and Mr. Smith com- mented and replied to question concerm ng the understanding with the County staff regarding support of the Center, the responsibility of the County to provide operating funds to cover use of the Center by those living in the unincorporated part of the County, the fact that such users are estimated to include 55% of those using the Center, the fact that the City's goal of obtaining 50% funding of operating costs by the County remains � the same, but that 40% has been agreed upon at this time, and the cost of the proposed expansion of the Center and antici- pated increased operating costs. -5- Ad,7.Mtg.
