284 <br /> HUMAN SERVICES PROGRAM <br /> Traininq for Public Service (continued) <br /> CLARIFICATION (2) In response to question, Councilman Norris <br /> confirmed that his motion proposes that if the County does not ' <br /> provide funds to cover 50� of the operating costs of the Fair <br /> Oaks Community Center as indicated in the Recommended Annual <br /> Budget 1977-78, then the City will provide only matching funds <br /> in the same amount as that contributed by the County, and the <br /> total amount budgeted for operating funds for the Center will <br /> be reduced accordingly. <br /> Antonio Villasenor, Center Coordinator, correnented on the duties <br /> assigned to the Facility Leader position, noting that the <br /> Leader is expected to be in charge of evening activities at the <br /> Center and suggested it might not be possible to provide evening <br /> pro9rams if the position is eliminated. Mr. Villasenor advised <br /> that CETA requirements make it difficult to obtain qualified <br /> persons for the position, capable candidates having no d�ffi- <br /> culty finding employment elsewhere. He corranented on the delay <br /> in filling the permanent position and referred to problems in- <br /> volving the labor union. Mr. Villasenor urged Council to re- <br /> consider their action in eliminating the position <br /> Gil Villareal suggested the City allocate 100% of the funds <br /> needed to cover operating costs of the Center and to bill the <br /> County for its share, or 50%. <br /> Diane Gunn, parttcipant in the senior nutrition program at Fair ' <br /> Oaks, urged that no cuts be made in the operating budget for the <br /> Center. <br /> (Council recessed for lunch from 12 25 p.m to 2 05 p.m ) <br /> Zuma Francis (see above) urged that no cuts be made in the Fair <br /> Oaks Center budget whether or not the County contributes a fair <br /> share <br /> In response to question, Mr. Villasenor advised that according <br /> to Council policy social service agencies using the Center do <br /> not pay fees, nor do groups using the multipurpose room, unless <br /> a charge is made by the particular group for the program. Mr <br /> Fales advised also that the Council policy is based on the <br /> condit�ons of the federal grant for construction of the Center <br /> Angie Corder, Fair Oaks Community Center Advisory Board member, <br /> described the review process for applications for use of the <br /> center and urged no budget cuts be made which would result in <br /> closing the Center in the evening <br /> Discussion continued and comment was made that progress has <br /> been made with the County in obtaining the understanding that <br /> an allocation of 40% of operating costs for the Center would <br /> be made, that the understanding with staff will be helpful in ' <br /> obtaining the needed votes from members of the Board of Super- <br /> visors, and that it may not be product�ve to present them with <br /> ,. demand at th�s time. <br /> Ad,7 Mtg -6- <br /> Budget <br /> 6/4/77 " <br />
