. 285 <br /> HUMAN SERVICES PROGRAM <br /> Training for Public Serv�ce (continued) <br /> ' Jesus Carva�al (see above) urged reconsideration of Council <br /> action in eliminating the position of Facility Leader at the <br /> Center. <br /> Ann Marquardt advised she works at the Center and urged that <br /> no budget cuts be made which might adversely affect services <br /> offered at the Center. <br /> Jeff Dinkin Service Employees International Union (SEIU), <br /> urged reconsideration of Council action to eliminate the <br /> position of Facility Leader at the Center Mr Dinkin commented <br /> on the continuing dispute with the City between SEIU and the <br /> City regarding the position, suggesting that the position could <br /> be filled if the City would agree to the union demand that a <br /> higher salary be set if �ob qualifications are increased <br /> Councilman Barrett requested the the record show that Mr <br /> Dinkin has acknowledged that the position has not been filled <br /> because of the union demands. <br /> It was pointed out that it �s appropriate to conduct labor <br /> negotiations in executive session, and it is Council policy <br /> to do so <br /> � City Manager Fales advised that there was no urgency with re- <br /> gard to filling the Facility Leader position because a competent <br /> CETA employee had filled the position, but that he has now been <br /> employed elsewhere and if staff discovers the position cannot <br /> be filled by another CETA employee, staff will return to Council <br /> with an appropriate recommendation. <br /> The motion failed by ma,7ority voice vote which Mayor Leipzi9 <br /> determined to be a vote of 4-3. <br /> General Discussion <br /> Mayor Leipzig suggested that Council members make motions relating <br /> to any programs at this time without reference to the order in which <br /> they are presented in the Recommended Annual Budget <br /> TRANSPORTATION PR06RAM (pp 35-44) <br /> MOTION Councilman Norris moved, seconded by Councilman Rhodes, <br /> that the position of Traffic Sign and Paint Leader be eliminated from <br /> Recomnended Annual Budget 1977-78 when the present incumbent (Adolf <br /> Hurlimann) retires (expected to be 7/15/77). <br /> ' In response to questions, City Manager Fales advised that the position <br /> w�ll continue to be needed when the incumbent retires, that the City <br /> is attempting to increase traffic safety for those using City streets <br /> ,. ,:� obtain insurance ra�es which are as law as possible, and tha± <br /> -7- Ad� Mtg <br /> Budget <br /> 6/4/77 <br />
