286 <br /> TRANSPORTATION PROGRAM (continued) <br /> the Council has recently approved a traffic safety pavement marking <br /> program wM ch will reduce cost of liab�lity <br /> MOTION WITHDRAWN Councilman Norris, with the consent of his second, ' <br /> withGrew his motion. <br /> IFTCIIRF CULTURAL AND INFORMATION SERVICES PROGRAM (pp. 61-72) <br /> MOTION Councilman Biagi moved, seconded by Councilman Rhodes, to <br /> eliminate the position of Administrative Assistant in the Parks and <br /> Recreation Department <br /> City Manager Fales advised that a review of the sub�ect recommended <br /> program woul"d reveal that most of the economies presented which will <br /> permit the Parks and Recreation Department to operate without addi- <br /> tional personnel are the result of work of the Administrative <br /> Assistant and suggested that elimination of that position would in- <br /> crease costs of the sub�ect Program <br /> The motion failed by ma�ority votce vote. <br /> MOTION Councilman Biagi moved, seconded by Councilman Rhodes, to � <br /> eliminate the posit�on of Stenographer Clerk II in the Parks and <br /> Recreation Department. <br /> Mr Fales advised that the Parks and Recreation Department serves <br /> mo"re citizens than any other single service provided by the City � <br /> and has en�oyed a high priority in this community for many years <br /> He noted that-almost every resident part�cipates in the Department <br /> programs directly or indirectly and that a considerable amount of <br /> paper work is an essential part of providing the programs <br /> The motion failed by ma�ority voice vote. <br /> rFNERAL PROGRAMS <br /> MOTION Councilman Norris moved, seconded by Councilman Rhodes, <br /> that staff be instructed to form a typing-secretarial pool and that <br /> the four Parttime Typist-Clerk II positions at 8, .7, 7, and 5, , <br /> respectively, totaling 2 7 persons, be eliminated and that three <br /> fulltime positions be established in the pool <br /> City Manager Fales adv�sed that in addition to the differing �ob <br /> �requirements for such persons in government employment compared to <br /> "private industry, the fact that City offices are old�and designed <br /> for a much smaller city and employees are not able to be accommodated <br /> together would cause the establishment of a secretarial pool at any <br /> one location to result in increased costs, s�nce messengers would <br /> have to be employed to handle deliveries of assignments <br /> MOTION WITHDRAWN Councilman Norris, with the consent of his second, , <br /> withdrew his motion, requesting the Manager to look into the concept <br /> -` .. secrefarial "pooi - in'the'future. `(memo 6/6/77) <br /> Ad�.Mtg -$- � <br /> Budget <br /> 6/4/77 <br />
