.. 287' <br /> GENERAL PROGRAMS (continued) <br /> MOTION Councilman Bury moved, seconded by Councilman Barrett, that <br /> staff review service fees currently charged by the Municipal Marina <br /> to be sure that the City is recovering an amount which meets costs <br /> � of operation and that fees are comparable to those charged elsewhere <br /> The motion carried unanimously by voice vote <br /> (MINUTE ORDER NO 77-111) <br /> Mr Fales advised that a comprehensive report is being prepared on <br /> the Municipal Marina and its administration which will be available <br /> soon <br /> General discussion followed concerning the difficulties encountered <br /> in attempting to keep local governments costs down in the face of <br /> requirements of the state and federal governme�ts and their agencies, <br /> the increasing cost of ineeting minimum local government responsi- <br /> bilities, the fact that the present Budget represents the base year <br /> of the program format, making comparisons with other years difficult, <br /> Council preference for the program format in that it makes levels <br /> of services provided apparent, the possibility of a preliminary <br /> session before the Budget is submitted next year, and the benefits <br /> of the all-day seminars on many sub�ects which were conducted this <br /> year <br /> MOTION Councilman Rhodes moved, seconded by Councilman Biagi, to <br /> eliminate one of the two personnel analysts in Personnel Admini- <br /> stration <br /> � Discuss�on followed and Mr Fales commented and replied to questions <br /> concerning the need for an affirmative action officer in order to <br /> continue to obtain federal funds, the need for adequate personnel <br /> to carry out the Council's desire to reduce turnover in the Police <br /> Department, the length of time needed to fill police positions, the <br /> large number of applicants for police positions and the desire to <br /> treat all equaily and fairly, the apparent success of the City's <br /> affirmative action program in that not a single case has been filed <br /> against the City, and the considerable expense and delays which can <br /> be created by such suits. <br /> The motion failed by ma,7ority voice vote <br /> MOTION Councilman Norris moved, seconded by Councilman Barrett, <br /> that a message be directed to the Port Commission requesting that <br /> in li9ht of the difficulty the City finds in meeting the increased <br /> costs of local government, that the Commission look kindly at the <br /> possibility of a subvention to the City in 1977-78 <br /> The motion carried unanimously by voice vote <br /> (MINUTE ORDER NO 77-112) <br /> In response to comments, Mr Fales observed that citizens must <br /> understand that simply eliminating positions does not necessarily <br /> � mean cutting cost of government, since, for example, some costs <br /> would increase without adequate personnel He stated citizens <br /> should be basically informed on what activities relate to the tax <br /> rate noting that almost half of the positions in the City are <br /> rw c�_C out of special funds, and elimination of those positions <br /> would not affect the tax rate at all <br /> -9- Ad,7 Mtg. <br /> Budget <br /> 6/4/77 <br />
