That the document be amended so that the City is not <br /> financially obligated beyond December, 1977, as a <br /> result of signtng the agreement ' <br /> 3 That the provision for written notice of termination <br /> be shortened to 45 days prior to the start of the <br /> fiscal year. <br /> It is also recommended that the Council review PRISM <br /> performance in the ensuing six months prior to making a <br /> final decision regarding allocation of the $5,112 re- <br /> quired for grant year 1978 " <br /> Mr Gray urged that the Council go on record to indicate its in- <br /> tention to participate in PRISM, noting that he will present the <br /> pro�ect to the Board of Supervisors soon and would like to be able <br /> to advise which cities will support the pro�ect Mr Gray advised <br /> that with regard to the Manager's report of June 3, that the firm <br /> of Hughes, He�ss and Associates are reviewing the Agreement and <br /> the Cost Benefit Analysis, but the firm has stated that they do <br /> not believe their study can be a dec�sion-making tool. <br /> In response to questions, Mr. Gray advised that the concept of the <br /> pro�ect is that information being kept by components of the criminal <br /> �ustice system would be transferred to a data base and be available <br /> for agencies which require it, that provision is being made to <br /> eliminate any possible infringement on rights to privacy, and that � <br /> the PRISM Board would establish regulations to police use of data <br /> In response to questions, Councilman Barrett, representative to <br /> the Criminal Justice Council, advised that no special district is <br /> being created, that costs for maintenance and employees would be <br /> shared, that it is difficult to determine specific cost benefit <br /> since the pro�ect involves fighting crime through the use of tech- <br /> nology, that there is now no effective means of communication <br /> between cities in the County, that a need to share informat�on <br /> quickly with other �urisdictions exists, that potential applica- <br /> tions of the system would be reviewed by the Board, that protec- <br /> tion of rights to privacy has been a ma�or consideration, and that <br /> the pro�ect should be of value to the City <br /> In further response to questions, Mr Gray advised that it is <br /> necessary to provide for withdrawal of inembers from the pro�ect, <br /> that a question exists as to whether those cities which chose to <br /> remain outside the pro�ect would be allowed access to it, even �f <br /> they are willing to pay for services, that the expectation �s that <br /> apprehension of criminals would increase and that more effective <br /> and efficient means of dealing with them would exist, and that he <br /> would prefer to approach the Board of Supervisors to present the <br /> pro�ect with statements of intentions from interested cities <br /> In response to questions, Police Chief Bold stated that the Police � <br /> Department has supported and continues to support the concept of <br /> the pro�ect, not�ng that officers have observed similar pro�ects V <br /> Reg Mtg ' <br /> 6/6/77 <br />
