Among <br /> things�to be considered would be height of construction, spacing, <br /> prevailin9 wind direction, and location of construction He oointed <br /> out that not only what is done directly to the water, but what occurs <br /> next to it will affect its quality Also to be considered were the <br /> � questions of what the interior waterways are to be used for in the <br /> future, whether they are to be public, and if not, what type of pri- <br /> vate use would be permitted, whether there should be limited public <br /> or open public uses and access to the waterways <br /> Discussion continued regarding concern of the Redwood Shores property <br /> owners��as to access that may be lost to them in the future, the <br /> estimate that as much as 80°6 of the use of the beach is by non- <br /> residents of Redwood City, that if the waterways were to become <br /> commercial, there was concern as to whether they can be used for <br /> recreation, the fact that the beach is physically a better one than <br /> Neptune Beach, but could become a problem due to its location near <br /> Marine World Parkway where it attracts considerable public use <br /> Also to be considered is whether docks are to be public or private, <br /> and if private, what restrictions should be imposed with respect to <br /> water uses. <br /> Mr Fales commented that the issue of access to the waterway, the <br /> question of docks, and what is to be done about the waterways, are <br /> matters of policy that have never been addressed by the Council but <br /> must be some day. <br /> The need to consider the effect of prevailing winds on the water was <br /> discussed, including consequences of development without adequate de- <br /> sign standards, such as the fact that algae problems are occurring in <br /> ' areas of development where the water �s now protected from the wind, <br /> while at the same time, debris is carried across the lagoon to collect <br /> in one area due to prevailing winds It was also noted that the origi- <br /> nal concept for use of the waterways was that commercial use was to <br /> be aesthetic only, <br /> Discussion continued regarding the fact that a builder, having com- <br /> plied with present Municipal Code, Zoning and Butlding Code require- <br /> ments could build without further approval by Council, that Mobil Oil <br /> Estates (Redwood) Limited owns the waterways out some distance and if <br /> zoned CB (Central Business), may build out to that limit <br /> Eugene,Masciarelli, Mobil Oil Estates (Redwood) Limited, suggested <br /> with respect to their ownership of a portion of the waterways that <br /> a new category of Combining District zoning might be established, such <br /> as CB-W, to deal with the matter of this type of waterway and the <br /> accompanying concerns cited The zoninq would remain the same, but <br /> every proposal would have to be considered by the City before anything <br /> could be built As an example, he noted that the Municipal Code re- <br /> quires that everything east of Bayshore must meet certain foundation <br /> criteria The new category would provtde a means to deal with the <br /> specific area of the waterways without having to rezone <br /> Mr Fales emphasized that the underlying responsibility for water <br /> ; quality remains with the City, Additional cortonents related to the <br /> fact that present zoning for the area �s inadequate to deal with a <br /> complex problem, and does not take into consideration factors such as <br /> effect of wind on water quality, and that readily identifiable <br /> standards are a necessity, the probability that the state of the <br /> -2- Ad,7.Mtg. <br /> 7/11/77 <br /> � o � ' ' k`c <br /> ��-'Z <br />
