' ; 335 <br /> MOTION Councilman Norrts moved, seconded by Councilman Barrett <br /> for purposes of discussion, that it is the intent of Council that <br /> at some future date, after inspection, to rece�ve for dedication, <br /> operation and maintenance, the Interior Waterway System <br /> ' CHANGE OF MOTION At the request of his second, Councilman Norris, <br /> deleted "dedication" from the motion <br /> AMENDMENT At the request of his second, Councilman Norr�s added <br /> to his motion "for limited recreational purposes to a limited degree " <br /> Discussion followed concerning the fact that future City Councils <br /> cannot be bound by the present Council, the fact that residents of <br /> Redwood Shores purchased homes in full knowledge that the Interior <br /> lJaterway System is primarity a storm draln system where certain <br /> water quality must be maintained, that representations made to home <br /> buyers regarding any recreational use of the waterways were not <br /> made by the City, that the waterway development enhances the City, <br /> the increase in personnel which might be required if recreational ' <br /> use is encouraged on the waterways, and the anticipated great cost <br /> to the City of such development <br /> MOTION RESTATED Councilman Norris, with the consent of his second, � <br /> requested that the mot�on be restated as suggested by City Attorney � <br /> Schricker as follows. <br /> It is the present intent of the City Council for policy guidance <br /> and formulation purposes that, insofar as the Interior Waterway <br /> System within GID 1-64 becomes a limited recreational facility <br /> of benefit to the entire City, the maintenance and operation <br /> , costs for recreational purposes shall be funded as a City-wide <br /> expense. <br /> The motion carried by ma�ority voice vote, Mayor Leipzig determining <br /> the vote to be 4-3.
