Roll Call Councilmen present Biagi, Bury, Norris, Rhodes and Mayor Leipzig , Councilmen absent Barrett, Vega Officials and staff present City Manager Fales, City Attorney Schricker, Director of Finance Ference, City Clerk Hildebrand Public Hearing Mayor Leipzig declared open at 10 O1 a m the public hearing on the pssessment Roll for GID No 1-64 for 1977-78. City Clerk Hildebrand reported the Affidavit of Publication of Notice ' of Hearing is on file in her office and no written verified applica- tions for reduction of assessment of property or other written com- munication have been received City Attorney Schricker referred to the City Manager's report of � July 14, 1977 regarding the 1977-78 Assessment Roll and attaching, in response to Council request, a report from the Director of finance also dated Ju1y 14 which provides certain comparisons of assessed valuation for representative properties in the D�strict Director of Finance Ference advised that applicat�ons for assessment ' ad,7ustment may be filed until September 19, 1977 Mr Ference in- troduced James Reed of Marshall & Stevens, Inc , the City's appraiser In response to request, City Manager Fales and Mr. Ference stated that a map indicating the representative parcels listed on the com- , parison sheet will be furnished to Council members to assist them in reviewing the comparison data In response to question, Mr Schricker described the appeal pro- cedure which may be used by those who wish to appeal their assess- ments and the kind of information which must be provided to sub- stanttate the�r belief the assessment is not equitable ' Attention was called to the Market Absorption Study transmitted to , Council on July 29, 1976, with a cover letter stating the sub,7ect � � Board of Equal. 7/18/77 t
