. - '3 63 In response to question, Director of Public Works Pusich referred to his report of August 4, 1977 on the sub,7ect appeal and advised that it is difficult to locate coin laundries in the City, but that there are at least six, two being allocated some 300 units per month and two about 150 units per month, both of which have fewer machines than Mr Richardson Mr. Pusich observed that ' although there is usage experience at other coin laundries, most of them appear to be under new ownership of four months to 12 years, and the new owners tend to believe that their increases in business of from 20 to 50% are the result of their efforts rather than the result of effPCts of the drought and water rationing Discussion followed and Mr. Pusich commented and replied to ques- tions concerning the likelihood of the water emergency becoming more serious, that water is the product being offered by laundries, that the coin laundries are more water efficient than most home machines, the need for such laundries by low income people, the d�fficulty of evaluating needs of coin laundries and making rea- sonable allocations since hours of operation, prices, and efficiency of equipment are all involved, the fact that �ustification for only a 10� reduction can be made for most businesses since they are water efficient and provide �obs, the probability that if coin laundries are allocated whatever is requested, the businesses will grow when peopie discover they can use the laundr�es to stay within their own residential allocation, and the fact that the sub�ect coin laundry is the largest in the City MOTION Councilman Rhodes moved, seconded by Councilman Barrett, to reverse the decision of the Director of Public Works and grant The Wash House Corn Laundry owned by E L Richardson, 3106 Rolison Road, a water allocation of 160 units per month based on the fact � that the business is a new one with no water usage history and the fact that existing laundr7es have larger, more adequate allocations because of their previous experience The motion carried by ma,7ority voice vote Mayor Leipzig deter- mined the vote to be 6- 1 (MINUTE ORDER NO 7�-170) Hearin9 - A eal on behalf of Pierre Honda neu relatin to A li- cation for Tentative Ma T77-08 regarding a condition for approva7 Pierrette Court , 1562 Valota Road Mayor Leipzig declared open at 9 40 p m the sub,7ect hearing Richard Gardella, attorney representing P�erre Hondagneu, referred to his appeal letter of July 22, 1977 noting that appeal is taken � from the requirement that Mr Hondagneu dedicate an additional five feet for the widening of Valota Road, Condition No 1 Mr Gardella sug9ested no widem ng of Valota Road is now anticipated, that he does not believe it would be desirable to widen that road, and, therefore, no �ustificat�on exists for requirin9 the additional five feet of property to be dedicated Mr Gardella distributed a lot plan of the sub,7ect area and a map indicating City traffic- ways � In response to questions, Planning Director Schroeter advised that since 1948 every subdivider along Valota Road has been required -3- Reg Mtg " 8/8/77 �� a
