City Manager Fales advised that the Port Commission expects to have ' a proposed Charter amendment relating to Port financing which could be submitted to a charter review committee Mayor Leipzig observed that the City Attorney has also advised that he has certain amendments to propose which relate to recent legis- lation or court decisions and that there are Charter amendments proposed by citizens which are being held for consideration pending establishment of a committee Councilman Barrett commented concerning recommended support of Senate Bill 154 relating to Property Tax Relief Discussion followed con- cerning the possible fate of SB 154 in the event proposed Senate Constitutional Amendment 6 is not approved by the voters next year CONSENSUS It was the consensus of Council that the recommendation of the Legislative Committee to support SB 154 be held in abeyance in order to avoid any suggestion that Council does not favor property tax relief, and that Council members should individually bring their concerns in the matter to the attent�on of Senator Gregorio and Assemblyman Arnett (memo 8/23/77) Counc�lman Barrett then commented on the Committee recommendatio�s to oppose Senate Bill 724 and to support Senate Bill 340 Councilman Rhodes stated for the record that he opposes a utility � users tax, but will support SB 340 so that taxpayers of those cities which have such a tax may credit payment against their state income tax liability. MOTION Councilman Barrett moved, seconded by Councilman Bury, to accept the following recorrunendations of the Legislative Commit- tee Report No 77-3• 1. that a Charter Review Committee be established in accor- dance with the procedure utilized in 1975 for the review of proposed Charter amendments for submittal to the electorate at the general munic�pal election to be held April 11, 1978, 2 that Council oppose SB 724-Transportation-Railroad Grade Separation Funds; and 3 that Council support SB 340-Util�ty Users Tax Payments Excluded from State Income Tax The mot�on carried unanimously by volce vote (MINUTE OROER NO 77-190) Application for approval of Final Map for a r three-lot subdivision at 1720 Valota Road - James Knecht, applicant MOTION Title having been read, Councilman Barrett introduced the following resolution and moved, seconded by Councilman Rhodes, its adoption Reg Mtg. -5- 8/22/77 I�Jy
