� 3 ,� 9 In response to question, Planning Director Schroeter advised that the proposed development meets all City requirements�except that lot co'verage is 65% of the ground area and only 60% is allowed, although use of a PDP would respond to that requirement � In further response to question, Mr Schroeter advised that it is his belief that in considering applications for planned developments, the Planning Corrmnssion and the City Council may consider appearance and that there are a number of ways to design 16 units for the sub- �ect property that would result in a better relationship between the bunldings and open space. Unfavorable comments were made con- cerning the appearance of the proposed development and the lack of any benefit usually expected to be derived through use of-a planned development ' '" Mayor Leipzig invited anyone else present who wished to speak�to do so. No one wished to apeak MOTION Counc�lman Norris moved, seconded by Councilman'Rhodes, to close the public hearing � � � � Mr Gardella sug9ested that the compelling reason for approving the sub�ect application is that development of only 16 units on the site would create less traffic and utility use than could be ex- pected to be generated by almost any other development on the site. The motion carried unanimously by voice vote. The public hearing was closed at 8 32 p.m. � � MOTION Councilman Norris moved, seconded by Councilman Barrett, to uphold the decision of the Planning Cormnssion and deny the application of Mike Bozzo for a Planned Development Permit for a 16-um t condominium on a parcel containing 24,862 square feet, I 1114 Brewster Avenue ' The motion carried on the following roll call vote: Ayes Councilman Barrett, Bury, Norris and Mayor Leipzig Noes Councilman Rhodes (MINUTE ORDER N0.-77-189) , (The Counc�l recessed from 8 35 to 8.45 p m.) Legislative Committee Report No 77-3 Counc�lman Barrett, Chairman of the LegisTative Committee, presented the su6�ect report, dated August 17, 1977 With regard to the recommendation that a charter review committee be established, Counci�lman Barrett also referred to the memo of Councilman Norris of August 11 concerning proposed amendmentsfor consideration by such a committee � It was pointed out that poss�bly an item relating to the property conveyance tax might be considered by a charter review committee for presentat�on to the voters at the next municipal electton in April 1978 It was also pointed out that the public has been misinformed by the proponents of the measure with regard to an option the Council -4- Reg Mtg. 8/22/77 ��
