The future recreational use of the Marina area, however <br /> that may be defined�should be protected. <br /> "2 Administrative responsibil�t�es for the security and patrol <br /> of the entire Marina area should be transferred to the Port. <br /> This should include responsibility for all waterways under <br /> the ,7urtsdiction of the City. <br /> "3 A reasonable and adequate financial arrangement should be <br /> concluded between the City and the Port, taking into con- <br /> sideration the factors delineated in this report. <br /> "4. Responsibility for the pol�cy and administrat�on of all <br /> leases in the Marina area shouid clearly be assigned to <br /> the Port <br /> "5.
