131 Consent Calendar MOTION Councilman Barrett moved, seconded by Councilman Norris, to approve the following items ' To authorize City Manager to issue letter permit to Church of Jesus Christ of the Latter-Day Saints for display board on Broadway, Saturday, January 29, 1977 from 9:00 a.m. to 4 00 p m. (MINUTE ORDER NO 77-18) To accept Palm Park, Phase I Pro�ect (Davey Tree Surgery, Co ) (MINUTE ORDER N0. 77-17) Approval of warrants nos. 27,019 through 27,175, totaling $58,434.00, and authorization to meet usual and necessary pay- ment of bills without further approval until February 7, 1977 (MINUTE ORDER N0. 77-19) The motion carried unanimously by roll call vote. e, f Written Commumcationst , 1�Request of Vice Mayor Barrett for authorization for study of employee license tax Councilman Barrett referred to the sub,7ect request of January 19, ' 1977 covering background, reasons for studying the tax, proposed scope of the study, and his recortmended request. ' MOTION• Councilman Barrett moved, seconded by Councilman Norris, to authorize a study of an employee license tax Discussion followed concerning the desirability and probable impact of such a tax on the City and whether the matter is worthy of study. SUBSTITUTE MOTION Councilman Rhodes moved to table the motion until after the planned January 31, 1977 Council seminar. The substitute motion failed for lack of a second. Discussion continued and it was pointed out that the motion is to authorize a study only and that support of the motion does not represent any coimm tment to support of an employee license tax. The motion carried by ma�ority voice vote Counc�lman Bury voted "No " (MINUTE ORDER N0. 77-ZO) 2. Letter of resignation of Eu9ene T. Moriguchi from the Housing Concerns Co�mnittee and the Historica�andmarks Element Task Force.
