429 <br /> MOTION Councilman Barrett moved, seconded by Counc�lman Biagi, <br /> that the follow�ng findings be adopted with regard to the appeal of <br /> Harrington-Kulakoff Development Company of the den�al by the Planning <br /> Cortum ssion of applicat�on to amend the Zoning Map to rezone a portion <br /> � of property ad�acent to Farm Hill Boulevard in the vicinity of Farm <br /> Hill Estates No 1 and No. 2 <br /> 1) that with regard to any lack of conformity with the General <br /> Plan which designates the property for employment purposes, <br /> ' that the alternate development plan proposed by the developer <br /> contains modif�cations which anticipates the General Plan <br /> zoning for the area; and that, further, the modified pro- <br /> posal also addresses itself to any lack of conformity with <br /> the existing residential use of property in the imnediate <br /> vicinity, <br /> 2) that with regard to traffic, the modified proposal would <br /> reduce the increased traffic which m9ght be anticipated by <br /> the initial proposal, <br /> 3) that there is evidence that the specific development pro- <br /> posal for the site can address the matter of protection <br /> of any rare and endangered plant species through use of a <br /> Planned Development Permit; <br /> 4) that economic�benefit cannot be measured only by property <br /> tax revenues and direct evidence does not support a finding <br /> that the proposed rezom ng will not provide an economic <br /> benefit to the City; and <br /> ' 5) that there is no excess sewage capacity, but the zon�ng <br /> is within the capacity of the plar� as planned for the City. <br /> The motion carried on the following roll call vote: <br /> Ayes: Councilmen Barrett, Biagi, Bury, Vega and Mayor Leipzig <br /> Noes.
