Mr Fales observed that at such time as the_center <br /> is completed and operating, the City will be confronted with_costs of <br /> additional,police and'fire protection and other costs associated with. <br /> such commercial development �n cit�es., <br /> Discouragement was expressed that Redwood Shores residents apparently. <br /> do not understand the�commitment already demonstrated by Council and <br /> staff, and it was questioned whether any formal statements would be <br /> beneficial. �It was suggested that residents could be advised what , <br /> the cost of the bonds is expected to be and the reduction•which may be <br /> anticipated in taxes when the commercial property is developed as <br /> planned. � <br /> Tiie motion died for lack of, a second. <br /> Peter Grucliala (see above) called attention to the memo from Councilman <br /> Norris noting the refe'rence on page 3 to an elected Advisory Council <br /> made up of, residential,prdperty owners to function as advisers to the <br /> Board of Directors of the District. It was suggested that such a <br /> council would be inapp'ropriate and that a committee from RSHA ght <br /> act in a similar capacity. <br /> MOTION Councilman Norris moved that commercial component of the Red- <br /> wo'od Shores development (Sites A and B) be under physical construction <br /> before any additional reclamation bonds be tssued for residential de- <br /> velopment <br /> Jim Newman (see above) stated that he opposes the motion in that pro- <br /> ,7ects to be const'ructed with the proposed bond money would not in them- <br /> selves add any yalue He stated that Area D is designated for resi- <br /> dential development and no improvements are needed, but that �f <br /> anticipated development there is halted, easily added val,ue to the <br /> District will be cut off.
