- - , _ � _ •,: . . <br /> � , y 37 <br /> .,.�, <br /> City Attorney Schricker cautioned that Council should not lose sight <br /> of the purpose for the construction of the Veterans Memorial Building, <br /> noting that some of the proposed uses of the building as a senior <br /> center may or may not be compatible with the laws governtng use of <br /> such a build�ng. , <br /> ' Discussion continued concerning the preference of Council to pursue <br /> the possibility of acquiring the Armory before considering other <br /> action, the desire of Council to assure senior residents that the <br /> matter of a center is being investigated, the intention of staff to <br /> provide progress reports on the matter, whether or not there would <br /> be any merit in suggest�ng to the National Guard that the Armory be <br /> abandoned, the fact that pursuing such a suggestion would probably <br /> hamper negotiations to acquire the Armory; and whether the senior , <br /> community would be satisfied with Council efforts to acquire the <br /> Armory, thus permitting development of a center there or elsewhere <br /> Elden Tank, 3561 Farm Hill Blvd., member of the Senior Center Commit- <br /> tee and author of a proposal for use of the Community Activies Building <br /> as a Senior Center, stated that the Committee had considered the Armory <br /> but believed it would not be available for several years. Mr. Tank ad- <br /> vised he has recently visited the Armory and believes it could be al- <br /> tered to serve as a senior center, that it has adequate parking space, <br /> is near public transportation and would be somewhat larger than the <br /> space provided in Phase I of the Center proposal <br /> Cliff �diller mer�iber of the Senior Center Committee, advised that he <br /> has participated in sessions involving disposition of army bases and <br /> suggested that abandonment of the Armory by the National Guard is <br /> ' highly unlikely. Mr Miller urged that the City Manager proceed with <br /> the proposal involving a trade of land and some construction financing <br /> in order to acquire the Armory, observing that when that building is <br /> acquired, then decisions can be made regarding use of a facility for <br /> seniors <br /> Wiliiam 7 Morrtssey, Chairman, Senior Center Committee, advised he <br /> • would support any action wh�ch would result in estabiishment of a <br /> senior center soon. Mr Morrissey advised that the Board of Directors <br /> of the Fun After Fifty Club have gone on record in support of an <br /> allocation of $15,000 toward a senior center, observing that the allo- <br /> cation represents about half of the Club's assets and provides a strong <br /> demonstration of Club interest in the Center <br /> There being no ob�ection, �n response to request of Mr. fales that <br /> the Senior Center Committee be continued in order that members may <br /> be called upon to assist if needed in the attempt to acquire the <br /> Armory, Mayor Leipzig authorized the Committee to continue in ex- <br /> istence and asked members to continue to serve (Memo 2/1/77) <br /> Mrs Frances Osborn Fun After Fifty Club, demanded that Council make <br /> a commitment as to what seniors can expect to get as a result of <br /> negotiations on the Armory, stating that seniors want their own <br /> building It was explained that the proposed acquisition of the <br /> Armory is intended to acquire space thereby resulting in increased <br /> , facilities for seniors, that no City building can be used by ,7ust one <br /> group, and that all taxpayers participate in costs of recreational <br /> facilities <br /> Mayur Leipzig stated the consensus of Council that the City Manager <br /> proceed with negotiations directed at possible acquisition by the <br /> City of the National Guard Armory as proposed in his report of <br /> January 20, 1977 (Memo 2/1/77) <br /> _3_ Ad� Mtg <br /> 1/31/77 <br />
