A report from the City Controller, dated January 20, re- � <br /> garding City bonding capacity relative to the possible <br /> issuance of bonds for the construction of a new Main <br /> Library and Senior Center. <br /> Mr Fales also called attention to other reports on the above sub�ects <br /> which were previously received by Council at earlier dates <br /> (NOTE The reports listed above and any other reports received by <br /> Council on the sub�ects named are available for review in the Office <br /> of the City Clerk ) <br /> SENIOR CENTER <br /> In response to request for an update regarding the possible acquisi- <br /> tion by the City of the National Guard Armory, City Manager Fales <br /> referred to his report of January 20, 1977 and the Counc�l dtrection <br /> of January 24 that staff be authorized to proceed with further re- <br /> search and negotiations with the National Guard relative to possible <br /> acquisition by the City of the present Armory Mr Fales advised <br /> that as a result of his conversations and correspondence with <br /> Assemblyman Dixon Arnett, it has been learned that the Natlonal <br /> Guard is willing to discuss the matter <br /> Mr Fales explained for the benefit of the audience that it may be ' <br /> possible to acquire the Armory, located next to the Veterans Building, <br /> if the City is able to prov�de as substitute an acceptable five-acre <br /> site and share some portion of the 25% of building costs which must <br /> come from State/local sources, with the remaining 75% of costs to be <br /> funded by the federal government Mr. Fales explained further that, <br /> if the City should be successful in acquiring the Armory, then the <br /> building could either be transformed into a senior center or it could <br /> be used as a recreational facility instead of certain rooms of the <br /> Veterans Building, thus making that space available for expansion <br /> and modification for the desired senior center <br /> t4r. Fales stated that the next step is for representatives of the <br /> City and the National Guard to meet with a view toward considering <br /> prospective available sites. <br /> Discussion followed and Mr Fa1es commented and repl�ed to questions <br /> concerning the present use of the Armory, the apparent willingness <br /> of the National Guard to consider the City's proposal, the avail- <br /> ability of federal funds for construction of a new Armory, the fact <br /> that the land was originally sold to the State for $1.00 in 1948, <br /> the fact that only Phase I of the proposed Sem or Center could be <br /> considered at this time because of costs, the hours of use of the <br /> Com�unity Activities Buildtng and the Veterans Building by seniors <br /> for their programs at present, and whether sufficient flexibility , <br /> would be available if the Veterans Building were to be modified <br /> -2- <br /> Ad�.Mtg <br /> 1/31/77 <br />
