Mr. Dinkin <br /> stated he could understand the City's concern that some employees � <br /> m�ght have an unfair advantage in making bids on certain property, <br /> but stated he believes the decision to prohibit participat�on <br /> by employees in the auction is unfair in spite of the City's <br /> desire to avoid any suggestion of conflict of interest.
