�. 4 � Councilman Barrett stated for the record that the Board of Supervisors have approved a partnership with the Department of Health, Educat�on and Welfare to establish a Numan Services Coordinating Council and that he testified at the hearing on the matter that Council was considering a Human Resources Policy as a non-mandatory element of the General Plan, since it was his belief that that was the assignment to the Planning , Commission It was the consensus of Council that the proposed element should be entitled "Human Services Policy" rather than "Human Resources Policy" ' in order to be consistent with titles used elsewhere (memo 2/8/77) It was agreed that the paper prepared by Councilman Norris concerning "Social Service Delivery - Problem Statements 4 and 5" of the Poltcy would be circulated to Council and others at the time the proposed Human Services Policy Element is heard by Council (memo 2/8/77) The resolution was adopted unanimously by roll call vote. Task Force recommendation re amendment to Historic Landmarks Element of the General Plan relating to Safety Goals and Principles Councilman Bury, Chairman of the Historic Landmarks Element Task Force, referred to his report of February 4 regarding Safety Goals and Principles and advised that the Task Force has completed its revtew. Councilman Bury and his Task force were cortonended for their report ' and the prompt manner in which they handled their assignment. MOTION Title having been read, Councilman Bury introduced the following resolution and moved, seconded by Councilman Biagi, its adoption RESOLUTION NO 7758 OF INTENTION REFERRING A PROPOSED AMENDP�IENT TO THE LANDMARKS ELEMENT OF THE GEPJERAL PLAN TO THE � PLANNING COMMISSION OF THE CITY OF REDWOOD CITY, RELATING TO SAFETY GOALS AND PRINCIPLES The resolution was adopted unanimously by roll call vote. MOTION Counc�lman Bury moved, seconded by Councilman Biagi, that Council continue the Task Force and expand its purpose to provide implementation of an Historic Preservation Program. The motion carried unanimously by voice vote (MINUTE ORDER N0. 77-25) Phelps Slough Mitigation Agreement/Water Management Plan City Manager Fales referred to the memorandum addressed to him by City Attorney Schricker dated February 4, 1977 which describes the ' entire situation with regard to the Storm Water Holding Basin Manage- ment Agreemerit (Mobil/City/State) and the Phelps Slough Mitigation Agreement (State/Mobil). -6- Reg.Mtg. 2/7/77
