Councilman Biagi moved, seconded by Counc�lman Norris, to <br /> adopt the Preliminary 1977-78 Community Development Block Grant <br /> Application as transmitted by the report of the City Manager of <br /> February 4, 1977 <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 77-24) <br /> Planning Conam ssion report transmitting <br /> proposed Human Resources Policy <br /> City Manager Fales referred to his report of February 3, 1977 and <br /> called attention to the material transmitted to Council by the Plan- <br /> ning Commission and Planning Department regarding the proposed Human <br /> Resources Policy Mr Fales advised that Council should determine <br /> whether the report is to be considered as a policy statement or as <br /> a non-mandatory element of the General Plan. <br /> , Comment was made concerm ng the Council's belief�that Human Resources <br /> Policy was being considered as a non-mandatory element of the General <br /> Plan. <br /> City Attorney Schricker advised that a social element was transm�tted <br /> to the Planning Commission which commenced consideration of it in <br /> accordance with the procedure for adopting elements of the General <br /> Plan, and since the sub�ect was initiated in that way, some action <br /> should be taken on the matter Mr. Schricker stated that the ques- <br /> tion is whether or not the action of the Planning Commission in <br /> considering the matter could fairly be stated to have considered <br /> it as an element of the General Plan However, Mr. Schricker, ad- <br /> vised, if the procedures of the Planning Commission became so obscure <br /> Council cannot be sure, then he would recormnend it be resubmitted <br /> to the Planning Commission with instructions so that no doubt will <br /> exist regarding Council intent ' <br /> It was the consensus of Council that Planning Commission consideration <br /> of the Human Resources Policy was unclear. <br /> MOTION Title having been read, Councilman Biagi introduced the <br /> following resolution and moved, seconded by Counc�lman Barrett, its <br /> adoption <br /> RESOLUTION N0. 7757 OF INTENTION REFERRING TO THE PLANNING <br /> ' COMMISSION OF THE CITY OF REDWOOD CITY A PROPOSED AMENDMENT <br /> TO THE GENERAL PLAN CONSISTING OF THE ADDITION OF A HUMAN <br /> SERVICES ELEMENT TO SAID PLAN <br /> -5- ' <br /> Reg.Mtg. <br /> 2/7/77 <br /> �r <br />
