144 Discussion continued regarding the need for establishment of priorities and consideration of land use with regard to sewer capacity. MOTION WITHDRAWN Councilman Norris withdrew his motion. MOTION Counctlman Norris moved, seconded by Councilman Barrett, to ' conduct a study session regarding establishment of City policy w�th respect to land use and sewer capacity on Monday, February 28, 1977 commencing at 9.00 a m. at a location to be announced. (NOTE The st�dy session will take place in the Assembly Room of the Mu m cipal Services Center, 1400 Broadway ) The motion carried unanimously by voice vote. � Councilman Norris stated for the record that all members of City Boards and Cortumssions whose responsibilities are concerned with the sub�ect of the February 28 study session are invited to attend (MINUTE ORDER NO 77-22) It was pointed out that the study session will be a public meeting. MOTION Councilman Barrett moved, seconded by Councilman Biagi, that the Mayor send a letter to the San Mateo County Assessor stating that with regard to reassessments by the County that the City insists that land use decisions will not be controlled by the Assessor's office, that those properties ad,7oining the property rezoned this evem ng (sub,7ect property) are not part of the Council action, that each parcel designated AG and OS should not be reassessed on the basis of designation of ad,7oining properties, and that the same applies to all City property The motion carried unanimously by voice vote 1 (MINUTE ORDER N0. 77-23) (Council recessed from 8 30 to 8 40 p.m.) Public Hearing - Housing and Community Development Grant Application - 1977-78 Mayor Leipzig declared open at 8 42 p m the sub�ect public hearing Ctty Clerk Hildebrand reported that Affidavit of Publication of Notice of Hearing is on file in her office. City Manager Fales referred to his report of February 4, 1977 on the sub�ect application noting it is a preliminary document arid called attention to the memorandum of January 28, 1977 from the Planning Director on the same sub�ect Mr. Fales advised that a second public hearing will be held prior to final adoption of the apolication in Aprtl.
