Councilman Norris moved, seconded by Counc�lman Biagi, to � accept the staff recoimnendation that planting and turfing in Dolphin Parks 1, 2 and 3 and Marlin Park 2 not be completed at the present time because of the increase in water use demanded In response to quest�on, Mr. Weeks advised that his office is attempt- ing to compile definitive information on watering requirements of various spec�es of plants, noting that maximum attention is given to plantings, not to turf. Mr. Fales advised that some water will be used on the new parks to keep dust levels down, while it is hoped that weeds will grow which will accomplish the same thing The motion carried unanimously by voice vote. (MINUTE ORDER N0. 77-30) MOTION• Councilman Norris moved, seconded by Councilman Biagi, that it is the intent of Council to provide adequate revenue for comple- tion of the parks in Redwood Shores when the water crisis is over. CLARIFICATION: In response to questions regarding the source of such funds, Councilman Norris advised that it is the intent of his motion to make a commitment regarding the parks, but that the specific source is not known at the present time. CLARIFICATION: In response to question, Councilman Norr�s advised , that he is aware that it is not possible to bind future City Councils, but that h�s motion merely states the intent of Council now. ADDITION TO MOTION• Councilman Norris, with the consent of his second, added that the City should accept the kind offer from the private sector (Mobil) to'work with the City to develop a community water conservation program. ADDITION TO MOTION. At the request of Vice Mayor Barrett and with the consent of his second, Councilman Norris agreed to add that the motion regarding intent of Council concerning the provision of ade- quate revenues for completion of parks be extended to include all • City parks presently being developed, that is Canyon and Palm. The motion as clarif�ed and with two additions carried unanimously by voice vote. (MINUTE ORDER N0. 77-31) Authorization to call for bids - lease of animal shelter property (see above also, pages 3 and 4) Christian Van Houteyz, �nquired concerning the kinds of uses expected to be permitted in the building on the animal shelter property for which a call for bids for lease was authorized, and whether or not ' use as an am mal shelter would require a use permit.
