He observed that the new South Bayside System Author�ty plant w�ll permit use of sewer effluent for watering, but that thE present plant does not � meet requirements for such use , STATE I_E6iSLATION - Property Tax Reform City Manager Fales referred to his report of March 18, 1977 regard- ing property tax reform and attachjng copy of the League of Caliform a Cities Briefing Paper - Outiine for Property Tax Reform, dated November 1976. Councilman Barrett, Vice CMai m�an of the Revenue and Taxation Policy Comm�ttee of the League of Caliform a Cit�es, described the bills currentiy pending in the Le9islature, commenting generally on the provisions of each Councilmar Barrett observed that Senate Bill 12 �is the Governor's b711 on property �ax reform and cons�derable opposition has been expressed �o it He reported that there is no real agreement about it on the League Coreanittee, since Committee members represent d�fferent backgrounds and different parts of the State. Counc7iman Barrett reported further that the Revenue and Taxation Comm�tzee of the Assembiy is expected to present a property tax reform bill this week which will include features of certain other bilis.
