Y 8 2, Councilman Barrett also commented concern�ng SB 2 by Senator Holmdahl, SB 154 by Senator Petris and a bill by Assemblyman Boatwright Supervisor Royer adv�sed that CSAC has taken a posit9on against a "split roll" concept of property tax relief Supervisor Royer re- t ported pos�tions taken by CSAC regarding certain bills relating to medical costs and to reimbursement or State mandated costs on local government since 1973, �ncluding cost of inflation He observed that proper reimbursement would relieve local tax rolls and should have the possible effect of causing the State not to mandate un- necessary programs and perhaps elim�nate some already in existence. Mr. Fales pointed out that some costs of State mandated programs are not known unt�l some time after the programs are in effect and may result from admin5strative interpretat�ons of the programs not anticipated by the Legislature at the time of adopt�on.
