1�8 <br /> STREET FACILITY IMPROVEMENTS <br /> PARKING <br /> PARKING METER MAINTENANCE AND OPERATION , <br /> PARKING FACILITY MAINTENANCE AND OPERATION <br /> CONSENSUS. Mayor Barrett determined it to be the consensus of <br /> Council to add a fifth ob�ective to those listed (p. 37) as <br /> follows:, "5 Work with County to provide addittonal offstreet <br /> parking facilities for County employees " (memo 5/8/78) <br /> (Council recessed from 3 O8 to 3.25 p.m.) <br /> Councilman Bury reported that he had telephoned the'Fox Theatre <br /> management and learned that it is not eligible non-profit status <br /> but that they intend to apply for such an exception for the 6,000 <br /> square feet used as The Center office. (see above) <br /> ENVIRONMENTAL SUPPORT AND PROTECTION (pp. 39-48) <br /> CLEAN STREETS (p. 40) <br /> It was suggested that street sweeping is a function which might <br /> more properly be considered with utilities like water, garbage and <br /> sewer collection and be billed accordingly rather than paid from <br /> property tax. It was pointed out that since homes have risen in <br /> value at a much higher rate than cortunercial and industrial prop- ' <br /> erties, that homeowners may be subsidizing the•street sweeping <br /> of nonresidential areas and that a more equitable'charge might be <br /> made by including a charge on the utility bill for actual services <br /> rendered. Mr. Fales advised he would attempt to get an opinion <br /> from the City Attorney on the matter and advise as to the effect <br /> on the property tax rate of the street sweep�ng cost by next week. <br /> (memo 5/8/78) <br /> It was suggested that people may not understand that the street <br /> sweeping charge may be lower to homeowners and more equitable if <br /> a utility charge is made rather than to have the service paid , <br /> from property tax <br /> Frank Esposito (see above) observed that Council had cut the <br /> street sweeping service in order to reduce the property tax rate, <br /> but that the street sweeper does not appear to come frequently <br /> enough on a regular bas�s now <br /> A representative of Committee Against New Taxes stated his or- <br /> ganization will oppose a utility user tax. It was explained that <br /> no such tax has been discussed, only a possibly more equitable <br /> means of charging for street sweeping service. It was suggested <br /> that the matter be studied and other members of the CANT organi- <br /> zation might be consulted before individuals state the position <br /> of the organization. , <br /> Budget Study -8- <br /> 5/6/78 <br />
