. 187 <br /> Discussion took place concerning the relationship between citations <br /> and funds derived from traffic fines, the fact that many persons <br /> elect to attend traffic school rather than pay fines, the fact <br /> that some of the revenue goes immediately to support the courts, <br /> whether or not courts sustain the fines imposed by citations, and <br /> the fact that the ob�ective of the traffic enforcement program is <br /> , to reduce speed rather than obtain revenue. <br /> TRAFFIC ENGINEERING <br /> � MOTION. Councilman Norris moved, seconded by Councilman Bury, to <br /> ` add to the ob�ectives listed for Traffic Engineer�ng (p, 31) to <br /> adopt a bikeways plan. <br /> Discussion followed concerning the desirability of adopting such a <br /> plan when funds are not available for implementation of it. <br /> The motion failed by ma�ority voice vote which Mayor Barrett de- <br /> termined to be 3 to 4 <br /> In response to questions re status of the paving of lots used for <br /> parking, Mr. Fales advised that while the City is not required to <br /> pave its properties and does not have the funds to do so, it is <br /> awkward to attempt to enforce the new ordinance requiring paving. <br /> His offer to make an estimate of the cost to pave each of the <br /> City's lots was accepted. (memo 5/8/78) <br /> TRAVELED WAY MAINTENANCE <br /> Discussion took place concerning the use of the tiled sidewalks <br /> , downtown by trucks for loading and unloading, such use by those <br /> remodelling the Fox Theatre and the City's desire to have that <br /> property improved, and the tax status of the Theatre. (see below) <br /> In response to question from Mr. Esposito (see above), Mr. Fales <br /> advised that the improvements on E1 Camino Real between Whipple <br /> and Oak are temporary until the State is satisfied they improve <br /> the flow of traffic, noting that E1 Camino Real is a State <br /> Highway. <br /> TRAFFIC CONTROL MAINTENANCE <br /> STREET LI6HTING <br /> RIGHTS-OF-WAY BEAUTIFICATIONS <br /> STREET TREES <br /> Mr Esposito (see above) commented unfavorably on the use of <br /> liquidambar as street trees. <br /> „ cf,� Y►►�--y..��-.2..� <br /> In response to question, `" ' " ad- <br /> vised that in San Carlos the Council has turned the street trees <br /> over to property owners making them responsible for the trees, <br /> and noted that it is cheaper for the taxpayers to have the City <br /> , have the responsibility, but that it is a charge to the proper�y <br /> tax. <br /> ISLANDS, MEDIANS AND CIRCLES <br /> -� Budget Study <br /> 5/6/78 <br />
