MOTION Councilman Leipzig moved, seconded by Councilman Biagi, to incorporate in the appropriate sub-programs a reference to Council's desire to continue to develop sources of residential energy The motion carried unanimously by voice vote ' (MINUTE ORDER N0. 78-111A) Frank Esposito (see above) read a statement concerning his frustra- tions as a homeowner with increasing taxes, suggesting that the recommended 20¢ decrease in the tax rate represents only a 4� de- crease since the rescission of the real property conveyance tax would account for the additional approximately 16�. It was pointed out, and acknowledged by Mr Esposito, that his calculations are incorrect ' and that the conveyance tax decrease of about 16-18� is in addition to the recortonended 20�, making a total reduction of 36-38¢ in the tax rate proposed for 1978-79.
