2 U2 <br /> Board has been considering the matter because use has been much <br /> less than expected in spite of fairly heavy use when it was in- <br /> troduced. <br /> Gila Snow Rowe, 671 Barbour, member of the Library Board, con- <br /> firmed that the Bookmobile was heavily used at first, but because ' <br /> of the decline in use the Board has decided against continuing it <br /> In further response to question, Mr. Vollmayer advised that the <br /> Bookmobile is operated under contract at a cost of about $3,400 <br /> per year. <br /> MOTION Councilman Leipzig moved, seconded by Councilman Norris, <br /> to discontinue the Bookmobile service to the Redwood Shores area. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 78-123) <br /> Discussion followed and Mr. Vollmayer commented and replied to <br /> questions regarding whether it is possible to eliminate overdue <br /> notices or whether at least one such notice should be mailed, <br /> whether or not fines for overdue books should be increased, <br /> whether or not it would be worthwhile to attempt to establish a <br /> return point for books in the Redwood Shores area, the failure of <br /> the former small branch near Redwood Shores to be used in the <br /> past, the fact that the Belmont School District and County li- <br /> braries are available to Shores residents, and the long range plan <br /> to establish a branch there when the population might �ustify it. <br /> Gila Snow Rowe (see above) observed that the lifestyle of Shores <br /> residents is so car-oriented that people merely add a library , <br /> stop to the�r other errands. <br /> Lengthy discussion followed and Mr Vollmayer commented and replied <br /> to questions regarding the City's participation in the Peninsula <br /> Library System which makes the County library and the librartes of <br /> the seven cities which maintain their own available to all San <br /> Mateo County residents, the fact that membership in the System <br /> prohibits individual cities from charging nonresident user fees, <br /> the fact that residents of other cities pay a tax for their <br /> libraries or pay a County tax for that library, the benefits of <br /> the reciprocal service to all users in that libraries maintain <br /> different hours of service, have different and some specialized <br /> collections and offer physical facilities of differing quality, <br /> whether the payments made by residents of all cities and the <br /> County are equitable; the fact that there has been an exchange <br /> of funds to offset imbalance of use of facilities and that a <br /> newly enacted law on that sub�ect will result in a payment to <br /> Redwood City of $11-15,000 next year, the difficulty of attempt- <br /> ing to consolidate library serv�ces in the County with equal cost <br /> and benefit to all and the loss of local control which would <br /> result. <br /> Mr. Vollmayer agreed to supply information on the various tax <br /> rates paid by residents of other cities having libraries and , <br /> by residents of the County along with related information such <br /> as the per capita size of the collection and other considerations <br /> which might be involved in order to make a comparison with Redwood <br /> City.
