203 <br /> In response to question regarding the impact on the library oper- <br /> ation of acquisition of only 5,000 rather than the recommended <br /> 10,000 books budgeted, Mr. Voilmayer advised that it would not <br /> be possible to obtain all the new books residents request, and <br /> it would not�be possible to replace needed books which are used ' <br /> 1 or worn. He noted that some 5,000 books must be discarded every <br /> year. <br /> In response to question, City Manager Fales adv�sed that it appears <br /> to be the theory of school districts that their l�braries exist <br /> only to serve the educatton function and they cannot be considered <br /> in relation to overall library services offered by the City. <br /> In response to question regarding audio-visual programs, Mr. <br /> Vollmayer adv�sed that since costs have increased'and the amount <br /> budgeted for that service remains the same as last year, that a <br /> reduction is being made <br /> MOTION Councilman Norris moved, seconded by Councilman Leipz�g, <br /> to request that the Congress of Elected Officials of San Mateo <br /> County undertake a study of the feasibility of consolidating all <br /> public library systems in the County <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 78-124) <br /> PARK AND RECREATION FACILITY IMPROVEMENTS (p. 62) <br /> � 6ENERAL IMPROVEMENT DISTRICT PROGRAMS <br /> GENERAL IMPROVEMENT DISTRICT 1-64 <br /> GENERAL IMPROVEMENT FUNDS (pp 90-91) , <br /> (See City Manager's report of May 5, 1978 regarding GID No 1-64 <br /> and attachtng letter dated April 17, 1978 addressed to the Board <br /> of D�rectors of the District from Mobil Oil Estates (Redwood) Ltd <br /> andletter to the City Manager of April 21 from Orrick, Herrington, <br /> Rowley & Sutliffe.) <br /> (NOTE A Special Meeting of the City Council meeting as the Board <br /> of Directors of GID No 1-64 will be held at 7 30 p.m., Thursday, <br /> Piay 18, 1978 at the Holiday Inn, Marine World Parkway, Belmont <br /> for consideration of the D�strict Development Program.) <br /> Don Warren, Pres�dent, Mobi] Oil Estates (Redwood) Lim�ted, 350 <br /> Marine World Parkway, recalled the all-day study sess�on held by <br /> Council on November 7, 1977 to review the report prepared by <br /> Williams-Kuebelbeck and Associates, Inc regarding the matter <br /> pending before the District, noting the program at that t�me was <br /> much larger in scope than that under consideration at this time. <br /> Mr Warren referred to deadlines facing the District with regard <br /> to funding and permits He advised that it is not expected that <br /> ' bond anticipation notes will be necessary and noted that the <br /> present and future debt service is fundable within the capacity <br /> of the assessed valuation which will be in place.
